I am to refer to the letter F 7941/60/10
addressed to you by the Foreign Office on the 30th January
regarding the misdescription of a consignment of arms
despatched from Italy via Hong Kong to Canton, and to
state for the information of Mr. Secretary Malcolm
Macdonald that the Board concur in the suggestion of
Mr. Eden, contained in paragraph 2 of that letter, that the
Governor of Hong Kong be instructed that in so far as it is
legally possible he should detain any consignment of arms
in transit for China which have been shipped under a
false description.
A copy of this letter has been sent to the
Foreign Office.
